The New 91 Express Lanes Are Now Open

Delivering on its promises, the Riverside County Transportation Commission's (RCTC) new 91 Express Lanes and general purpose lanes opened on March 20, 2017, at 4 a.m. for westbound motorists, and at 5:05 a.m. for eastbound motorists.

The 91 Express Lanes in Orange County and Riverside County are jointly operated by the Orange County Transportation Authority and RCTC to provide customers with a seamless customer service experience. Combined, the Orange County and Riverside County 91 Express Lanes offer 18 miles of free-flowing travel. Entry and exit points include:

Eastbound Travel

  • Enter at the 55/91 Interchange or the County Line
  • Exit at the County Line, at SR-91 at McKinley Street, or I-15 South at Ontario Avenue

Westbound Travel

  • Enter at I-15 North at Ontario Avenue, SR-91 at McKinley Street or the County Line Exit at the County Line or the 55/91 Interchange
  • Exit at the County Line or the 55/91 Interchange

Toll lane pricing is posted at each entry point to the 91 Express Lanes and at 91expresslanes.com. All toll lane users must have a properly-mounted FasTrak® transponder issued by any California toll agency. Two special promotions are being offered:

  1. New account holders will receive one week of free tolls or two weeks of free tolls with a valid AAA membership.
  2. Existing account holders will receive a $25 account credit for referring a friend who opens a new account.

To open a 91 Express Lanes FasTrak® account, view toll rates and policies, receive information about carpool discounts for vehicles with three or more occupants, view a map of the facility, or obtain more information, please visit 91expresslanes.com, call the Customer Service Center at 800-600-9191, or visit the Customer Service Center at 2275 Sampson Avenue, Suite 100, in Corona.

On March 31 RCTC dedicated this $1.4 billion project that used an innovative design-build method, which accelerated project delivery by three to four years. RCTC thanks the thousands of men and women who have labored tirelessly to serve our community by building a better 91.

I-15 Express Lanes Project Awards Design-Build Contract

91 Express Lanes Toll Rates Set

RCTC continued to deliver on its promises to taxpayers and motorists at the April 12 Commission meeting. A $263.4 million design-build contract was awarded for the I-15 Express Lanes Project to Skanska-Ames, a Joint Venture, following a competitive process that ensures taxpayers receive the best value in terms of cost and innovation.

The I-15 Express Lanes Project will provide travel time savings and alternative commute options for the first time on the heavily-congested I-15 corridor in Riverside County. The project is a cornerstone of Measure A, which voters approved in 2002.

Construction is expected to begin in 2018 and adds two tolled express lanes in each direction between the I-15/Cajalco Road interchange in Corona and the 15/60 interchange just south of the Riverside/San Bernardino County line for approximately 15 miles.

Senate Bill 132 and the Riverside County Transportation Efficiency Corridor

The Commission took action to support Senate Bill 132, which invests and expedites more than $427 million in critical transportation projects in Riverside County.
The Governor signed SB 132 into law on April 28.

SB 132 dedicates funding to five specific projects, dubbed the Riverside County Transportation EfficiencyCorridor, including:

  • 91/15 North Connector - $180 million
  • I-15/Limonite Interchange - $48 million
  • McKinley Street Grade Separation - $84.45 million
  • Jurupa Road Grade Separation - $108.4 million
  • Hamner Avenue Bridge Widening - $6.3 million

RCTC is grateful to the state Legislature and Governor for recognizing the need for a more efficient transportation system in Riverside County. RCTC is working in partnership with many stakeholders to see that these projects and others are delivered in the most cost-effective, responsible manner for the traveling public and taxpayers.
